Testifying to House Leg Branch Approps about MRAs

I was honored to be a public witness at the House of Representatives Legislative Branch Appropriations Subcommittee on 9 April 2025. I spoke about the need to increase MRAs based on what we see at HillClimbers.org in our data already. I set 2023 MRA staff budgets at $1.434M (up from $994K) using my analysis and the typical Member Office spent within $17k of that number. My calculations now show that in 2026 the average Member will spend $1.548M on salaries! We need to get the House budget formulation process in order so Members have the staff to more effectively serve their constituents! 

Creating the Go-To Resource for Everyone
In February 2025, after retiring from the House of Representatives, I embarked on a new mission to level the PAYing field at the House of Reps! Using the same approach that led to the highest-ever increase in staff salaries for Member Offices but using open data on House.gov, I have built a resource for Members Offices, Staffers, Students, Job Seekers, Academia, and others. HillClimbers.org is shining a light on Congressional salary trends, turnover, tenure, and other stats; career paths; and jobs for all to see!

OPERATIONALIZING MRA FORMULATION FOR THE HOUSE

Creating a new MRA Formulation Service at the CAO

After my efforts last year to modernize the entire MRA formulation process (read about it here), I have worked this year to establish a formal and repeatable process within our technical and financial teams to formulate Member Representational Allowances annually. In addition, I will be working with CHA to coordinate with the appropriations committee for the first time ever to help set future budgets on projections using my formulas so authorizations more accurately reflect House needs.

Joining a New Team to Evaluate the Future
Having brought the CAO to the forefront of innovation, I have been placed on a small select team of evaluators and contributors to look at how the House can use AI to work smarter. Initiatives like the CAO's House Digital Services, Member Insight Program, and this AI working group have only been made possible through the strong implementation of the CAO Strategy I have led since 2017 to become Member-Focused, Service-Driven.

Applying Open Data Approaches to Casework
My capstone project for UC Berkeley included authoring a bill to solve a persistent issue on the Hill around Casework Data. The bill has been taken in by Representative Kilmer's office who is shepherding it through the process of introduction. Working with Representative Timmons office, who plans to introduce the bill in September, Kilmer's team has also gained bipartisan support from the CHA Modernization Subcommittee Members as well as the Fix Congress Caucus.

Not Settling for the Status Quo

The Committee on House Administration sought my help to completely redefine the entire formulation process and set the $850M budgets with a bespoke calculation for each of the 441 Members of the House resulting in Committee Resolution 118-13.

Although OCAS falls under the Senate Sergeant at Arms, the Office serves both the Senate and House of Representatives. Working with OCAS leaders, I set the first-ever strategy for this office including a mission, vision, values, goals, and objectives.
